Over several days in southern Florida, senior representatives from Ukraine and its European partners engaged in a series of focused dialogues. These meetings, orchestrated by US President Donald Trump’s special envoy, Steve Witkoff, represent the latest phase in an ongoing diplomatic initiative aimed at charting a course toward ending the protracted conflict. This diplomatic push follows Washington’s presentation of a comprehensive 28-point proposal last month, a plan that was widely perceived as aligning closely with the demands articulated by the Kremlin. Following initial input from Ukraine and European nations, the proposal underwent a redrafting process, though its specific contents have not been publicly revealed.
Key Agreements and Strategic Alignment
In separate statements issued via the social media platform X, Witkoff and Ukraine’s chief negotiator, Rustem Umerov, highlighted the positive nature of their engagements. They reported that a bilateral meeting between the US and Ukrainian delegations centered on the development and alignment of positions concerning four critical documents:
- A “20-point plan”: The specifics of this plan remain undisclosed, but its inclusion suggests a foundational framework for peace negotiations.
- A “Multilateral security guarantee framework”: This indicates an effort to establish broad, internationally supported security assurances for Ukraine.

Russian Engagement and Kremlin’s Stance
Adding a complex dimension to the diplomatic landscape, Russian envoy Kirill Dmitriev was also present in southern Florida. He held meetings with the US delegation, which notably included prominent figures such as billionaire real estate developer Witkoff and Jared Kushner, a son-in-law of President Trump. Witkoff characterized these interactions with Dmitriev as “productive and constructive.”
However, earlier pronouncements from the Kremlin cast a shadow of doubt over the potential for Moscow to embrace the revised peace proposals. Kremlin spokesman Dmitry Peskov indicated that Dmitriev was expected to receive information about the developments from the American and European sides and subsequently report back to Moscow. Peskov also reiterated the Kremlin’s perspective that Europe is inherently pro-war, suggesting that its involvement in the talks complicates rather than aids the process.

Ukrainian President Volodymyr Zelensky has previously described the ongoing talks as “constructive” and noted that they are “moving at a fairly rapid pace.” However, he tempered this optimism with a pragmatic assessment, cautioning that “much depends on whether Russia feels the need to end the war for real.” Zelensky also lauded the past week as “historic” for Ukraine, expressing gratitude to European nations for pledging approximately US$100 billion in funding over the next two years.
This diplomatic activity unfolds against the backdrop of continued military engagements. Russian forces have made steady advances on the eastern front in recent months. President Putin recently highlighted territorial gains by the Russian army and alluded to further actions in the coming weeks.
President Zelensky provided stark statistics on the intensity of Russian attacks, stating that over the past week alone, Russia launched approximately 1,300 attack drones, nearly 1,200 guided aerial bombs, and nine missiles of various types against Ukraine. The Black Sea region of Odesa has been particularly devastated, with relentless strikes on ports, bridges, and energy facilities resulting in eight fatalities on Saturday. In the eastern Sumy region, Russian troops reportedly attempted a breakthrough in an area that had previously been spared from intense ground offensives. In a concerning development, Kyiv reported that Russian forces forcibly relocated 50 individuals from a local village. Foreign Minister Andriy Sybiga stated that “Russian invaders have stolen five dozen civilian people, mostly elderly women, from a tiny Ukrainian village Grabovske, right across the state border in the Sumy region.” At the time of reporting, Russia had not issued any comment on this particular incident.
