The Expanding Shadow of Ungoverned Spaces: A Polycrisis Threatening Society

We find ourselves in a challenging confluence of interconnected crises, exacerbated by an ever-evolving and adapting form of violent extremism. This situation suggests a “polycrisis,” a term coined to describe a state of confusion and suffering arising from multiple simultaneous problems that collectively exert a profound impact. At the heart of this complex predicament lies a pervasive issue: the expanding canopy of ungoverned spaces.

The concept of ungoverned spaces, often viewed through a purely physical lens – areas where government control is weak or non-existent – is only part of the story. While porous borders and the unchecked flow of criminals and arms from external sources undeniably fuel internal conflicts, the true challenge of ungoverned spaces extends far beyond physical boundaries. It infiltrates every facet of our lives, even reaching into the private realms of our minds. This is the essence of the polycrisis: concentric circles of interconnected crises, all stemming from the erosion of foundational structures that once held society together.

The Tangible Manifestations of Ungoverned Spaces

The consequences of these expanding ungoverned spaces are starkly visible in various sectors.

  • The Infiltration of Counterfeit Goods: Ungoverned border spaces create pathways for the rampant importation of fake and dangerous products. Recently, authorities intercepted a substantial quantity of counterfeit and unregistered malaria drugs, valued at over ₦1.2 billion. This is not an isolated incident; it is part of a disturbing trend. In a single month, another seizure of fake drugs worth approximately ₦20 billion was destroyed. Furthermore, law enforcement agencies have reported the recovery of millions of pills of tramadol and vast quantities of illicit cannabis, including potent strains like Colorado, Loud, and Skunk. The interception of a bus carrying over 1.5 million capsules of tramadol and other tablets further underscores the scale of this problem.

  • The Nexus of Drugs and Extremism: A clear and alarming link exists between terrorist groups and hard drugs. Reports consistently indicate that terrorists are often under the influence of narcotics, highlighting a direct correlation between drug abuse, the illicit drug trade, and the terror plaguing communities through attacks, banditry, and kidnapping.

  • Broader Governance Failures: These issues are merely components of a larger polycrisis that manifests across all sectors of governance. This includes significant challenges within education, policing, the judiciary, correctional facilities, data management, healthcare, sports, and both public and private economic sectors.

  • Resource Exploitation: An aerial view of Nigeria’s oil fields, marred by the widespread presence of pipelines used for oil theft, serves as a potent illustration of the reality of ungoverned spaces. While improvements may be occurring, the historical prevalence of such activities speaks volumes about areas where state authority has been undermined.

The Erosion of Social Fabric and the Loss of Community Bonds

The proliferation of ungoverned spaces is intrinsically linked to a broader societal shift: the decline of shared values and the diminishing sense of collective responsibility. When individuals no longer feel bound by traditional ethical frameworks, non-state actors are empowered to operate with impunity, causing widespread damage.

This decline is poignantly reflected in the fading relevance of community-based organizations, such as Town Unions. Eight years ago, an observation was made regarding the diminished role of these unions, which historically served as vital engines of social responsibility and community development.

The Legacy of Progressive Unions
  • Historical Role: In the past, Town/Village Unions brought together individuals from specific communities, fostering a sense of collective purpose. These unions often had branches across the country, enabling members to connect and collaborate.

    • Meetings were held on a rotational basis, fostering camaraderie and shared purpose.
    • These gatherings were characterized by hospitality and active engagement in community affairs.
  • Community Empowerment: These “Progressive Unions” were instrumental in pooling resources for the betterment of their hometowns.

    • They provided scholarships for underprivileged students, sometimes even sponsoring brilliant individuals for studies abroad.
    • They funded the establishment and maintenance of schools, often handing them over to government control.
    • They employed teachers for government-owned schools and funded rural electrification projects.
    • They served as influential lobby groups, advocating for government investment in infrastructure, schools, and factories to stimulate local development.
  • The Spirit of Care: The members of these unions were not necessarily wealthy. They were often regular civil servants who, despite limited personal means, demonstrated a profound commitment to their communities. They extended their care beyond their immediate families, supporting numerous relatives and ensuring their education, never forgetting their roots.

Reclaiming Our Spaces: A Call to Action

The current era presents a stark contrast to the past. The pressures of modern life can be overwhelming, leading many to limit their engagement with their home communities to occasional visits, often for somber occasions. The anticipation of these visits by those still living in villages highlights the disconnect and the perceived abandonment. The question arises: what has happened to this spirit of collective care and to the Progressive Unions? Have we ceased to care?

The need to revitalize these community structures is more urgent than ever. While a few such organizations persist, a concerted and aggressive effort is required to embrace and strengthen them.

To reclaim our physical ungoverned spaces, we must first begin by reclaiming the ungoverned spaces within our own minds. This process must start at the individual level, extend to families, and then permeate our communities. The rebuilding process must commence from the ground up.

The battle for security and stability is fundamentally a rural one. While the establishment of forest guards is important, it is insufficient. We must go further by reclaiming ourselves, by actively supporting those we have left behind, and by addressing the needs of communities that have become neglected and, consequently, ungoverned spaces.

If we fail to act swiftly and decisively to embrace these communities and reclaim the surrounding ungoverned spaces, we will soon discover – if we have not already done so – that even those areas we once considered secure and governed will no longer be safe. The shadow of the polycrisis, fueled by ungoverned spaces, will continue to expand, threatening the very fabric of our society.
