Ghana Recalls Envoy to Nigeria Amid Electoral Malpractice Allegations
The government of Ghana has taken the significant step of recalling its High Commissioner to Nigeria, Mohammed Ahmed, following serious allegations of electoral malpractice during a recent party primary election held in Ghana. The directive for his immediate recall was issued by President John Mahama and formally announced through a presidential statement released on Saturday.
The Ministry of Foreign Affairs has been tasked with managing the necessary diplomatic and administrative procedures to facilitate the recall. This decisive action is directly linked to accusations of voter inducement and vote-buying that surfaced during the National Democratic Congress (NDC) parliamentary primary election for the Ayawaso East Constituency.
At the time of these allegations, Mohammed Ahmed was serving as Ghana’s official envoy to Nigeria. He also participated as a contestant in the aforementioned primary election. Reports emerging from the event suggested that items, including television sets and foodstuffs, were distributed among delegates. Critics and election observers have characterized these actions as clear attempts to induce voters. However, Ahmed has publicly maintained that the distributed items were intended as gestures of goodwill and not as a means to influence the outcome of the vote.
Upholding Ethical Standards and Code of Conduct
The Ghanaian Presidency, in its statement explaining the recall, emphasized the importance of maintaining high ethical standards for public officials. The move was deemed “necessary to uphold the ethical standards expected of public officers and to avoid any perception of impropriety.” Furthermore, the government expressed concerns about a potential violation of Ghana’s Code of Conduct for political appointees, a set of regulations designed to govern the political activities of individuals serving in public office.
The Ayawaso East primary election in question was held to select the NDC’s candidate for an upcoming parliamentary by-election. This by-election was necessitated by the unfortunate passing of the incumbent Member of Parliament for the constituency. The presidential statement confirmed that Mohammed Ahmed had emerged as the winner of this contest, securing the highest number of votes among all the aspirants.

In parallel with the government’s actions, the National Democratic Congress (NDC) has also initiated its own internal investigation into the allegations of inducement and other irregularities that marred the primary election. Party officials have stated that this probe is crucial for safeguarding the integrity of the NDC’s internal democratic processes.
