England’s Ancient Woodlands on the Brink: A Race Against Time

Conservationists are sounding the alarm: England is rapidly losing its window of opportunity to save the precious and irreplaceable nature found within ancient woodlands that have been buried beneath 20th-century tree plantations. The Woodland Trust, a leading voice in nature conservation, has issued a stark warning that the government is significantly missing its 2030 targets for restoring these planted ancient woodlands. The situation is particularly dire on private land, where restoration efforts have ground to a near halt in recent years.

This is being described as the “last chance” to protect what the Woodland Trust refers to as the nation’s “forgotten forests.” These are not just any woodlands; they are long-established native forests that, after the devastation of the Second World War, were systematically cleared or chemically suppressed to make way for vast monoculture plantations of trees, primarily conifers, grown for timber.

Despite the overlay of plantations, the original, “amazing and irreplaceable” ecosystems, complete with their unique soils, dormant seed banks, and fragments of native plant and tree species, are still clinging to life. Nick Phillips, the Woodland Trust’s lead on forestry policy, explains that many of these plantations are now reaching maturity, presenting a critical juncture. Landowners face a choice: either clear-fell these mature plantations and replant them, thereby irrevocably destroying the underlying native woodlands, or take decisive action to restore them.

Penn Wood: A Beacon of Hope for Restoration

A compelling example of what can be achieved is evident at Penn Wood in Buckinghamshire. Here, the Woodland Trust is actively demonstrating a successful approach to restoring planted ancient woodlands, allowing native species to reclaim their rightful place and flourish once more.

Penn Wood itself was once an ancient woodland, but it was later extensively planted with conifers and beech, primarily to fuel a now-defunct local furniture industry. Fortunately, at the turn of the century, the wood was saved from a proposed conversion into a golf course.

Today, approximately 70% of Penn Wood is undergoing planted ancient woodland restoration. George Griffiths, the site manager, reveals that much of this area was in a “critical condition” when first assessed. The dense canopy of plantation trees blocked out almost all light from reaching the forest floor, and mature broadleaf trees were choked by the surrounding softwood.

The restoration strategy employed here is known as “continuous cover forestry.” This method involves the periodic thinning of plantation trees, a process that gradually allows more light and space to penetrate the woodland. This, in turn, encourages the growth of native saplings, enables mature native trees to expand their crowns, and allows the diverse flora of the forest floor to re-emerge.

“It protects the forest floor and the soils, by not completely getting rid of what’s there and having nothing there,” Griffiths explains, highlighting how this approach nurtures the existing ecosystem rather than stripping it bare. He adds that under this regime, “we’re letting nature take its course.”

The results are already visible. Young native birches are now sprouting between venerable oaks, many of which are draped in moss and lichen. In the early spring, a vibrant carpet of green across the woodland floor signals the imminent return of the iconic bluebells, which are expected to bloom in fullness within a month.

The Scale of the Challenge: Forgotten Forests Across England

The scale of the problem is substantial. Phillips estimates that around 40% of England’s remaining ancient woodlands – which themselves now constitute a mere 2.5% of the country’s total land area – are classified as “planted ancient woodlands.” Worryingly, almost half of England’s rare rainforest habitat, once prevalent across its western regions, is also found within these planted ancient woodland sites.

The government has set a target to restore the majority of these planted ancient woodland sites to their native woodland state by 2030. A significant portion, roughly one-third, is situated on public land, with the remainder privately owned.

The Woodland Trust’s projections indicate that achieving this target will necessitate the restoration of approximately 5,000 hectares of privately owned forests annually until 2030. This equates to an area roughly the size of Birmingham, in addition to restoring all planted ancient woodlands on public land.

However, data from the Forestry Commission paints a concerning picture, with virtually no restoration occurring on private land in recent years. “And we are running out of time,” Phillips reiterates.

Standing amidst the recovering beauty of Penn Wood, Phillips emphasises the critical juncture: “We are at a turning point – the decision can be to replant them again, which is the most profitable thing to do, or do what we are doing here, bringing them back to life.”

The financial investment required for this restoration is estimated at around £250 million, a sum he points out is equivalent to just one mile of the high-speed rail project HS2. He stresses that the most crucial elements that make these sites special are recoverable. “But we are the last generation to do this. This is the last chance.”

The Dire Consequences of Inaction

The implications of failing to act are severe. If these planted ancient woodlands are clear-felled and replanted for timber, the ancient trees and plants that have survived will be exposed to increasingly harsh summers. Subsequently, they will be plunged into prolonged shade for the next 50 years as the new trees mature. Phillips warns that this scenario would sound the “death knell” for this unique habitat.

“Once they’re gone, they’re gone, and however much tree planting we do – which is really important – this is not going to replace this,” he states. “This is where the woodland wildlife is.”

The Woodland Trust’s “forgotten forests” campaign is advocating for robust legal protection for ancient woodlands. The charity is also calling for a portion of the government’s £1 billion pledge for tree planting to be specifically allocated to ancient woodland restoration. They argue that without safeguarding existing ancient woodlands, national targets for carbon storage and biodiversity will be impossible to meet.

Phillips urges the government to present a clear and actionable rescue plan to meet its 2030 target for restoring the majority of planted ancient woodland.

While some agricultural grants exist to support ancient woodlands, the trust contends that more tailored funding is essential. This funding should facilitate connections between landowners and available grants, and provide expert advice on effective restoration techniques.

Government Response and Commitments

The Department for Environment, Food & Rural Affairs (Defra) has indicated its support for Forestry England’s efforts to restore planted ancient woodland sites on the public estate, reporting the restoration of 20,000 hectares over the past decade.

The government also states that it has supported over 2,000 hectares of restoration through the countryside stewardship grant scheme, with additional funding specifically for planted ancient woodland restoration beyond standard woodland improvement grants.

A Defra spokesperson commented, “Our majestic ancient trees and woodlands are irreplaceable – vital for wildlife, rich in history, and cherished by communities across the country. Trees are at the forefront of our plans to connect communities with nature, support biodiversity and that is why this Government has committed £1 billion towards tree planting and support to the forestry sector.”
