The US Treasury’s decision to grant a temporary waiver on sanctions affecting Russian seaborne oil shipments has effectively eased the economic pressure on Moscow, potentially bolstering its ongoing military operations.

The 30-day license, ostensibly introduced to stabilise volatile global oil prices exacerbated by the US-Iran conflict, has instead emerged as a crucial lifeline for Russia’s struggling economy. This development comes at a critical juncture, precisely when sanctions were inflicting maximum damage on Moscow’s capacity to fund its war machine.

Russia’s Jubilant Reaction

The reversal of sanctions has been met with open celebration in Moscow. Kirill Dmitriev, Russia’s special economic envoy, took to Telegram to declare: “The U.S. has practically admitted the obvious. The global energy market cannot remain stable without Russian oil.” His statement suggests a clear expectation within Russia for further sanctions relief, viewing this move as an inevitable step towards a complete dismantling of the economic restrictions.

Western Analysts Sound the Alarm

Western observers have expressed considerable concern over this strategic misstep, viewing it as a substantial gift to Russian President Vladimir Putin. Janis Kluge, an economist at Germany’s Institute for International and Security Affairs, warned of the implications: “Russian oil ‘will find a way to the market now without any discount because there is no reason now to give a discount.’” This means Russia will likely receive full market value for its oil, significantly increasing its revenue streams.

Borys Dodonov, head of the Center for Energy and Climate Studies at the Kyiv School of Economics, was stark in his assessment of who benefits most from this situation: “Russia was in trouble in January and especially in February. Now Russia will have enough money to balance its budget and even start to accumulate some money in its national wealth fund. In the U.S. conflict with Iran, Putin is the biggest winner.” The waiver effectively allows Russia to circumvent the intended economic squeeze, ensuring it has the financial resources to maintain its current trajectory.

Threat to Western Sanctions Unity

The US decision also poses a significant threat to the unified front maintained by Western nations regarding sanctions against Russia. Kluge highlighted the fragility of this cooperation: “We know that G-7 cooperation is very fragile and it was very complicated to get these sanctions in place. Now it is unclear if the same level of cooperation can continue later on or as the Russians are hoping this will lead to more damage to the sanctions regime in the future. I’m just not convinced this waiver will run out in April as it is planned.”

The implication is that the temporary relief granted to Russia could undermine the long-term effectiveness of sanctions. If Russia can successfully leverage this opening to secure more favourable terms or even a complete lifting of sanctions, the collective pressure on Moscow will diminish significantly.
