In a significant show of international cooperation, British and French naval forces have successfully intercepted a Russian oil tanker, the Tagor, suspected of operating under a false flag and in violation of international sanctions. French President Emmanuel Macron announced the successful interdiction, sharing a video that depicted French Navy personnel boarding the vessel. He stated that the operation was conducted “with the support of several partners including the United Kingdom” in international waters.
“The French Navy intercepted a new tanker under international sanctions yesterday morning, originating from Russia: the Tagor,” Macron declared on social media platform X. “Our determination is steadfast and unwavering.” He emphasised that the operation was carried out in strict compliance with the law of the sea.
The French President highlighted the unacceptability of vessels evading international sanctions, breaching maritime law, and contributing to the funding of Russia’s ongoing conflict in Ukraine. “These vessels, which fail to adhere to the most basic rules of maritime navigation, also pose a threat to the environment and to everyone’s safety,” he added, underscoring the multi-faceted dangers posed by such illicit activities.
Details of the Interception
The Maritime Prefecture of the Atlantic, a key French maritime authority, provided further details. The intervention occurred over 400 nautical miles west of the coast of Brittany. The Tagor was reportedly en route from the Russian port of Murmansk in the northwest of the country.
The authority confirmed that the primary objective of the operation was to verify the nationality of a vessel suspected of flying a false flag. Following the boarding and inspection of the ship’s documentation by an examination team, their suspicions were confirmed regarding the irregularity of the flag being flown. Consequently, in accordance with international law and at the request of the public prosecutor, the vessel was diverted.
A Broader Strategy Against Russia’s Shadow Fleet
This interception is part of a larger, coordinated effort by Britain and France to disrupt Russia’s “shadow fleet” – a network of older, often uninsured vessels used to transport Russian oil and gas, bypassing Western sanctions. Earlier this year, Sir Keir Starmer, leader of the UK’s opposition, announced that British Royal Marine commandos would be empowered to board and halt Moscow’s shadow fleet vessels. The UK government has been vocal about its stringent approach to these shadow tankers. This stance has been reinforced by declassified intelligence reports revealing that the UK had previously tracked three Russian submarines lingering near critical undersea infrastructure in the North Atlantic for an extended period before withdrawing.
Warning to Russia
In response to these submarine activities, Defence Secretary John Healey issued a direct warning to Russian President Vladimir Putin. “We see your activity over our cables and our pipelines, and you should know that any attempt to damage them will not be tolerated and will have serious consequences,” Healey stated at the time. This highlights the UK’s commitment to protecting vital infrastructure from potential Russian aggression.
Despite these pronouncements and actions, shipping data indicates that a considerable number of sanctioned Russian-linked vessels continue to transit UK waters, with no seizures by the Royal Navy reported thus far.

A spokesperson for the UK Ministry of Defence confirmed the nation’s involvement in the Tagor operation. “We can confirm that a helicopter from onboard HMS Somerset provided tracking and monitoring in support of the French operation to board the tanker Tagor,” the spokesperson stated.
“Alongside our allies, we are stepping up our response to shadow vessels – to choke off the funds that fuel Putin’s illegal invasion of Ukraine,” they added, reinforcing the collaborative nature of these efforts and their strategic objective.
