Antibiotic Traces Detected in Wild Tasmanian Seafood Raise Export and Environmental Concerns
Tasmania’s pristine marine environment is at the centre of a growing debate following the detection of a low-level antibiotic in wild seafood, located a significant distance from where it was administered to farmed salmon. Natural Resources and Environment (NRE) Tasmania has confirmed the presence of florfenicol, an antibiotic used to treat bacterial infections in salmon, in wild seafood samples found up to 14 kilometres away from salmon farming operations in south-east Tasmania.
This discovery comes at a critical time for the state’s valuable seafood export industry, which faces stringent international regulations regarding antibiotic residues. The detection has reignited concerns about the potential impact of salmon farming practices on both the environment and the marketability of other wild-caught seafood.
A History of Antibiotic Use and Detection
The use of florfenicol in Tasmanian salmon farms was granted under an emergency permit in November of the previous year. This measure was a direct response to a severe bacterial disease outbreak that led to the mortality of over 13,500 tonnes of farmed salmon between January and March of that year. During this period, florfenicol was administered at nine salmon farming leases in the region, with one farm alone using more than 2.7 tonnes of the antibiotic over a two-month span.
However, the efficacy of this intervention was questioned when, despite the extensive use of florfenicol, an additional 9,000 tonnes of salmon succumbed to the disease during the same summer period.
The initial concerns surrounding florfenicol were amplified in March when testing revealed traces of the antibiotic in wild fish, abalone, and rock lobsters situated 10.6 kilometres from the salmon pens. This earlier detection prompted the suspension of the emergency permit and raised alarm bells within the export sector.
Political Scrutiny and Public Right to Know
The latest detection of florfenicol 14 kilometres from a treatment site has been brought to the forefront of political discussion. Independent Franklin Member of the House of Assembly, Peter George, questioned Premier Jeremy Rockliff directly about the findings during recent budget estimates hearings. While the Premier did not immediately confirm the specific distance, the NRE department later corroborated the information.
Mr. George emphasised the public’s entitlement to be fully informed about such testing results. He highlighted the critical importance of the export market, stating, “the export market demands no traces of any form of florfenicol or antibiotics in the flesh of the shellfish that are exported and which are extremely valuable to Tasmania.” He further argued that the interests of the rock lobster and abalone fisheries, along with the broader community’s use of waterways, appeared to be overshadowed by the demands of the salmon industry.
Premier Rockliff acknowledged that his views and Mr. George’s might differ on certain aspects of the salmon industry. However, he expressed a shared commitment to “ensuring sustainability and transparency with respect to inputs into the industry.”
Trade and Environmental Impact Assessments
The ongoing testing and monitoring of florfenicol residues are being conducted by two key government bodies: the Environment Protection Authority (EPA) and the NRE. The EPA’s focus is on the environmental implications of the antibiotic’s use, while NRE is primarily concerned with the impact on trade.
According to NRE, both domestic and international seafood markets maintain exceptionally strict, often zero-tolerance, limits for florfenicol residues in species other than salmon. While the department has stated that the detected concentrations are “extremely low and do not represent food safety concern,” it has also cautioned that even trace amounts can lead to certain products being rejected by some markets.
As a precautionary measure, the department has implemented temporary closures of some commercial wild fisheries located near salmon farms where florfenicol has been administered. The NRE has confirmed that the detection 14 kilometres from a treatment site has been communicated to the broader seafood industry. A spokesperson for the department assured that “Tasmanian seafood consistently meets all relevant regulatory standards” and that they will continue to collaborate with the industry on managing the relevant settings for these areas.
EPA’s Environmental Risk Assessment
The EPA released its environmental risk assessment of florfenicol use on May 21st. This assessment was built upon an extensive analysis of 4,240 laboratory results, derived from samples of water and sediment collected at various depths, locations, and distances from fish farms.
The EPA concluded that, based on all available evidence, the application of florfenicol during the 2025–2026 treatment period presented a “low risk of unacceptable harm to marine ecosystems.” This finding encompasses marine plants and animals, though it explicitly excludes impacts on bacteria.
