Transparency International Bangladesh Urges Caution on Government Salary Hikes, Demands Reforms
Dhaka, Bangladesh – While acknowledging the underlying rationale for proposed increases in government employee salaries and allowances, Transparency International Bangladesh (TIB) has issued a strong call for a thorough assessment of the nation’s economic capacity to absorb such an additional financial burden. The prominent anti-corruption watchdog emphasizes that any such initiative must be inextricably linked with comprehensive reforms aimed at bolstering public administration, ensuring accountability, fostering professional excellence, and guaranteeing accessible services for all citizens, who will ultimately bear the indirect cost of these expenditures.
TIB has unequivocally demanded greater transparency and accountability within the public sector as a crucial prerequisite to curbing corruption and irregularities. The organization warns that without these fundamental reforms, the introduction of a new pay scale risks becoming a potent instrument for amplifying bribery and illicit financial gains.
In a detailed statement, TIB Executive Director Dr. Iftekharuzzaman articulated the organization’s concerns. “The proposed salary increment for government personnel will inevitably place a direct strain on citizens already grappling with economic challenges,” Dr. Zaman stated. He highlighted a critical deficiency: “No strategic framework has been developed to generate the substantial funds necessitated by this proposal, nor are there any corresponding facilities or financial relief mechanisms planned for the general public. Furthermore, a supportive environment conducive to sustaining such state expenditure has not yet been established.”
Dr. Zaman posed critical questions regarding the government’s foresight: “Has the government adequately considered that escalating salaries and allowances will directly translate into a higher cost of living for the populace? This is because all sectors, including the prices of essential commodities, are likely to experience increased operational costs. Whatever the government’s plan may be, what precisely is it? And how will it be managed? The government owes the public a clear and comprehensive explanation.”
The Executive Director further elaborated on the complex relationship between public sector remuneration and corruption. “While taxpayer money ultimately compensates government employees, there appears to be a pervasive misconception among some that this entitlement grants them the latitude for bribery, corrupt practices, and illegal activities,” Dr. Zaman observed. He cited evidence suggesting that simply increasing salaries in the public sector has not historically proven to be an effective deterrent against corruption. Instead, the burden often shifts back to the public, as illegal activities such as bribery tend to escalate at a pace that outstrips the pay increases themselves.
TIB sees no reason to anticipate a different outcome this time. “Allowing public servants to continue operating with a deficit in service-oriented attitudes, a lack of accountability, and unchecked corruption, while simultaneously conceding to their demands for salary hikes driven by narrow interests, is tantamount to making a mockery of the general public,” Dr. Zaman asserted.
Even if the government were to devise a sustainable method for funding salary increases without imposing a direct additional financial burden on citizens, TIB stresses that such a hike cannot be viewed in isolation.
TIB’s recommendations extend beyond mere financial adjustments:
- Mandatory Transparency and Accountability Mechanisms: The organization proposes that any salary increase should be contingent upon the mandatory implementation of all transparency and accountability mechanisms, alongside the rigorous enforcement of relevant laws and regulations within the public sector. This, TIB suggests, might garner public acceptance, at least on a trial basis.
- Annual Disclosure of Assets: A fundamental prerequisite for any salary increment should be the mandatory annual updating and public disclosure of income, expenditure, and asset statements for all government employees, irrespective of their rank or level.
- Conditional Application of New Pay Scale: The new pay scale should exclusively apply to those individuals who conscientiously disclose their annual asset statements. It must not be implemented for those who fail to comply with this essential requirement. TIB strongly urges the government to adopt a stringent approach in enforcing this condition.
By advocating for these comprehensive reforms, TIB aims to ensure that any enhancement in public sector remuneration contributes to improved governance and public service delivery, rather than exacerbating existing issues of corruption and economic disparity. The organization’s stance underscores a commitment to ensuring that public funds are utilized effectively and ethically, for the ultimate benefit of all citizens.
