The Democratic Party of Korea is facing internal scrutiny as its leader, Jung Chung-rae, has confirmed an ethics investigation has been initiated into former floor leader Kim Byung-kee. This development follows reports suggesting Kim Byung-kee allegedly received hospitality benefits from Korean Air shortly before allegations surfaced that he had overlooked suspicions of irregular campaign fund dealings involving fellow lawmaker Kang Sun-woo.
Jung Chung-rae made the announcement on the 1st, clarifying that the instruction for an ethics investigation into Kim Byung-kee was issued on the 25th of the previous month. Speaking to reporters after visiting the gravesite of former President Roh Moo-hyun in Bongha Village, Gimhae, South Gyeongsang Province, Jung Chung-rae directly addressed inquiries about why Kim Byung-kee appeared to be absent from previous discussions of ethics probes. He firmly stated, “I had also instructed an ethics investigation into former floor leader Kim Byung-kee on the 25th of last month.”
The party leader underscored a commitment to accountability, asserting, “No one within the party, regardless of their position, can evade an ethics investigation. I believe there should be no exceptions or sanctuaries, including for lawmaker Kang Sun-woo. What needs to be severed will be severed, and what should continue will continue.” This statement signals a broad approach to the ongoing ethical review within the party.
Kim Byung-kee’s representatives, however, have expressed surprise at the announcement, stating, “If an ethics investigation were instructed, we would be immediately notified, but we were completely unaware of this.” This suggests a potential disconnect in communication or a delay in the official notification process.

On the 25th of last month, the very day Jung Chung-rae claims to have ordered the ethics investigation, Kim Byung-kee publicly shared the contents of a Telegram chat room. The day after this disclosure, on the 26th, Jung Chung-rae, in his first press conference since assuming leadership, addressed the controversy surrounding Kim Byung-kee. At that time, he expressed deep regret, stating, “As party leader, I am truly sorry and regretful that such an incident occurred. I apologize to the public. The former floor leader is expected to announce a formal stance in a few days, so I will wait until then.” This earlier statement, while expressing remorse, indicated an expectation of a forthcoming statement from Kim Byung-kee himself, a development that has now been superseded by the formal ethics investigation.
The Democratic Party’s internal review is expected to delve into several key areas:
