Vietnam Forges Ahead with $1 Billion Sovereign AI Infrastructure Initiative
Vietnam is set to become a significant player in the global artificial intelligence landscape with the launch of a monumental $1 billion initiative aimed at establishing sovereign AI infrastructure across the nation. Spearheaded by Haimaker founder Su Le, this ambitious project seeks to empower every business and government agency in Vietnam with independent AI capabilities.
Le articulated the alliance’s core mission: “Together with Create Capital Vietnam, Vietnam Data Gen, and global investors and partners, we are building modern digital infrastructure, where data, value, and innovation are stored and developed domestically.” This strategic collaboration is designed to accelerate the deployment of traditional co-location services and advanced AI Cloud Stacks. The initiative promises to equip businesses and operators with the capacity to manage substantial workloads while crucially maintaining complete sovereign control over their sensitive data.
The investment, projected to reach approximately $1 billion, will be strategically disbursed in phases. This staggered approach allows for meticulous monitoring of market demand and effective management of investment risks.
Phased Development for Scalability and Sustainability
The project’s development will unfold in distinct stages, ensuring a robust foundation and flexibility for future expansion:
Phase 1: Foundation Laying
- The inaugural phase will see the establishment of operations at Danang High-Tech Park.
- This initial phase will boast a capacity of 10-20 MW.
- The investment for Phase 1 is estimated between $100-200 million, representing approximately 10-20 per cent of the total project capital.
Phase 2: Significant Expansion
- Phase 2 will mark a substantial increase in capacity, expanding to 40-60 MW.
- This expansion will require an investment of $400-600 million.
- This phase will account for 40-60 per cent of the overall capital outlay.
Phase 3: National and Regional AI Hub Capabilities
- The final phase aims to complete the entire network, reaching a capacity of 100 MW.
- The remaining capital will be allocated to achieve comprehensive national and regional AI centre capabilities.
This phased development strategy is crucial for building a solid infrastructure base while simultaneously creating the necessary flexibility for growth and ensuring the project’s long-term sustainability.
Strategic Deployment for Optimal Performance
The deployment strategy for these AI data centres is multi-regional, with a keen focus on three critical elements:
- Stable Power Supply: Ensuring uninterrupted operations are paramount for high-performance computing.
- Competitive Costs: Maintaining cost-effectiveness to attract and retain a wide range of clients.
- High-Quality Network Infrastructure: Guaranteeing robust and reliable connectivity.
Each data centre will employ a high-density rack-and-pinion model. Furthermore, the initiative will integrate a sovereign data governance framework, seamlessly combining multi-subscription AI Cloud and co-location services. This integrated approach will form the bedrock of Vietnam’s burgeoning AI service economy.
The target clientele for this advanced network comprises organisations with substantial computing demands and stringent data governance requirements. This includes, but is not limited to:
- Government agencies
- Financial institutions (banks)
- Telecommunications companies
- Cloud service providers

Vietnam’s Ascendancy in the AI Era
The current global surge in demand for data centres, fuelled by the AI-Cloud-GPU revolution, has positioned Asia as a key growth region. Vietnam is emerging as a particularly attractive destination due to its steadily improving telecommunications infrastructure, a stable socio-political climate, and a clearly defined national digital transformation strategy.
Nguyen Huy Dung, a member of the Central Strategic Committee for Science, Technology, Innovation, and Digital Transformation, highlighted Vietnam’s pivotal moment: “This 100 MW network will be one of the most important milestones in propelling Vietnam to become a leading AI hub in Southeast Asia, while gradually asserting its position as a sovereign AI nation on a global scale, with high-performance computing capabilities, strong innovation, and guaranteed national data security.”
The increasing adoption of digital technologies and AI integration across various sectors has created an urgent need for domestically sourced computing power. This not only enhances operational speed and stability but also addresses critical requirements for information security and data sovereignty.
